How Many Fruit-Wine Production Sites Does the Government Count?

When we check the number of producers, the government’s statistics and this site’s listings are not measuring the same thing. Using the National Tax Agency’s licensed-site counts, this article clarifies what is counted and what remains unknown.

The government count and the listings are different

Until now, this site had compared its records with the National Tax Agency’s list of new holders of liquor manufacturing licenses. That list follows people and businesses that newly received a license. It is not a complete register of producers that have existed for a long time. When an older producer does not appear there, that may mean the producer is outside the list’s scope, not that the site has missed one.

The table here comes from the National Tax Agency’s “Sake no Shiori” and tracks licensed production sites. It counts sites holding a license at the end of each fiscal year, so sites that began earlier are included. This site, by contrast, lists Japanese-wine producers confirmed through public information. One source counts licensed production sites and the other counts producers meeting this site’s listing conditions. They are useful to place beside each other, but they should not be expected to match.

These are the National Tax Agency's counts, not this site's. In 令和6年度, 581 production sites had fruit wine as their principal category and 220 more held a fruit-wine licence alongside another. **This site lists 660, which falls between the two.** Holding a licence is not the same as making Japanese wine — a sake brewery's fruit-wine licence is usually for plum wine — so the numbers are not expected to match. The statistic is a fiscal-year-end figure published more than a year later.

Read across the years, the number of fruit-wine license sites appears to have grown over the long term. The table alone does not explain why. New wineries, existing businesses entering the field, and changes in license categories are all possible factors, but the movement of the numbers cannot decide among them.

Read the two columns separately

The original note says: “For those holding manufacturing licenses for multiple types of liquor at one production site, the principal type of liquor is shown in the main text, while the others are listed outside it.” The second and third columns therefore do not count the same site twice. They distinguish sites where fruit wine is treated as the principal liquor from sites where another liquor is principal and fruit wine is listed as an additional license.

The second column is therefore closer to sites whose principal product is wine. The third includes breweries whose main business is another liquor, such as sake, but which also hold a fruit-wine license. In this site’s review, the contents of many such licenses were plum wine. A fruit-wine license alone cannot establish that a site is a Japanese-wine winery.

State the conditions before comparing numbers

Holding a license does not mean that production is taking place on the confirmation date. The statistics can include sites that are resting or businesses whose principal liquor is something else. They are also fiscal-year-end counts, and publication follows after a delay. The listing count on this site is based on more recent public information, so the two sources also look at different points in time.

The new-holder list still has an important role: it helps track producers that newly obtained a license. The present table is closer to a whole-picture baseline that includes older production sites. The sources do not compete; they cover different gaps in time and coverage.

Our reading: the fact that this site’s count falls between government figures is not proof of completeness. What matters is being able to state which number was compared, and under what conditions. Correcting the treatment of the new-holder list as if it were a complete register, and adding licensed-site counts as the proper comparison, matters more than whether the totals happen to agree.
