How many wineries are there in Japan? — Checked against a public register

Why compare with a register Counting the entries on this site cannot prove that the list is complete. A list cannot show what lies outside the way it was counted. We therefore used the National Tax Agency’s public register of new alcohol-production licences and related changes. A licence is recorded independently of a producer’s willingness to be listed or its public profile, making the register an external list that can be checked under the same conditions.

We selected production sites whose listed category included fruit wine, then compared them with listed wineries using names, addresses, and production-site names in parentheses. A company may be known by a brand, may have changed its name, or may use a facility name that does not match the legal name. Address-based checking preserves matches that a simple name search would miss.

What a licence does and does not show “Matched” means that a record in the licence register could be connected to a winery already listed here. Holding a licence, however, does not prove that fruit wine is still being made. A licence records permission to produce; it does not prove that a current product exists or that a facility is operating now. We therefore checked official product pages and business information, and did not turn a licence alone into a current winery entry.

The outside-scope records include practical training at universities, colleges of technology, and high schools; public testing and research institutes; and trial or contract production by drinks manufacturers. A fruit-wine licence can be held for these purposes as well. Many sake breweries also appeared in the register. When their current products could be checked, they were usually plum wine or other liqueurs rather than a house Japanese wine. Making a fruit-based alcoholic drink is not the same as making and selling a Japanese wine under one’s own brand.

The same production site can appear in more than one year of the register. The table therefore counts register records, not businesses. Repeated-looking rows can reflect the timing of a licence, a corporate change, or a different administrative event.

Leave the unconfirmed state visible Some records have an old production history or a past introduction, but no current official product page or current notice that proves production continues. We marked these as unconfirmed. Guessing them into the outside-scope group or into the active producer group would change what the table means. Leaving an unknown state visible makes a future recheck possible when a product or official notice appears.

Our reading: Whether this site can say that it includes everything is decided not by adding entries alone, but by making comparison with an external register possible. Showing what matches, what is outside the scope, and what remains unconfirmed is what gives the count its meaning.
